Naso Rural Municipality, located in the scenic Manang district, has announced a budget of NPR 32 Crores 1 Lakhs for the upcoming fiscal year 2082/83. The budget was presented during a rural assembly meeting on Monday by the Vice-Chairperson, Ved Bahadur Gurung, generating much hope and enthusiasm among the local people.
This year’s budget focuses on key areas, including education, healthcare, infrastructure, agriculture, employment, tourism, and social security. Designed to address the real needs of the people, the budget aims to drive development and prosperity at the grassroots level.
Top Priority to Education and Health
A significant portion of the budget has been allocated for education and health services. The rural municipality plans to renovate school buildings, distribute learning materials, conduct teacher training, and offer scholarships to students from marginalized communities. Initiatives like mobile libraries and ICT integration in schools are also part of this year’s plan.
In healthcare, the focus is on upgrading local health posts, improving maternal and child health services, expanding nutrition programs, and conducting awareness campaigns. Resources will be used to ensure the availability of essential medicines and medical staff in rural clinics.
Major Investment in Infrastructure Development
Infrastructure development claims a large share of the budget. Projects include rural road expansion, water supply systems, drainage improvement, solar streetlights, and canal construction. Special attention is given to flood-prone villages to ensure safer housing through resilient construction.
The rural municipality has adopted an eco-friendly approach to infrastructure, with efforts to promote greenery, conserve biodiversity, and build climate-resilient structures.
Self-Reliance in Agriculture and Livestock
To strengthen local livelihoods, the budget supports self-sufficiency in agriculture and livestock farming. Farmers will benefit from training in modern farming practices, seed distribution, and the use of agricultural tools. The budget includes grants for greenhouse farming and organic production.
Additionally, programs will support goat rearing, yak farming, poultry, and dairy projects, aiming to boost local production and reduce dependency on outside markets.
Tourism Promotion Gets a Boost
Situated in a high-potential tourism zone, Naso Rural Municipality is investing in promoting local tourism. The budget includes trail upgrades, directional signboards, local guide training, and cultural events to attract both domestic and international visitors.
These initiatives are expected to create new income opportunities and promote local handicrafts and foods, further strengthening the economy.
Employment and Youth Empowerment
In a bid to create local employment, the municipality plans to run skill development training for youth. Training will include tailoring, computer literacy, mobile repair, and other practical skills aligned with local demand.
There are also provisions for start-up grants and low-interest loans to support youth-led businesses and entrepreneurial ventures.
Inclusive Policies and Social Security
The budget emphasizes inclusive development, with targeted programs for senior citizens, single women, persons with disabilities, Dalits, and other marginalized groups. Identity card distribution, health insurance, housing support, and skill development training are some of the key interventions.

Digital Governance and Transparency
To enhance transparency and service delivery, the municipality is expanding the use of information and communication technology (ICT). The budget includes the development of e-governance systems, online service portals, and data management tools.
Public offices will be better equipped to handle citizens' needs efficiently through digital platforms, reducing bureaucratic delays and improving accessibility.
Budget Passed Through People-Centric Assembly
While presenting the budget, Vice-Chairperson Ved Bahadur Gurung stated, “This budget has been designed to reflect the real needs and dreams of our people. We’ve tried to make it inclusive and balanced across all sectors.”
To ensure effective implementation, monitoring committees, community participation, and online tracking systems will be established or strengthened.
