Bharatpur Metropolitan City in Chitwan has launched a new and exciting policy and program for the year 2082/83. This plan focuses on making the city greener, smarter, safer, and better for everyone. From planting trees and building green roofs to fixing roads and helping schools, Bharatpur’s leaders say they want a city that works for both people and nature.
Mayor Renu Dahal shared the new plan during the 17th city assembly. She said the goal is to make Bharatpur a bright and green city, with big hopes for better living and cleaner surroundings.
Green Roofs and Tree Planting
The first big idea in the plan is green roofs. These are roofs with plants on top. Many houses in Bharatpur use tin sheets to cover the roofs, which makes houses very hot during summer. But with green roofs, the city wants to cool things down and help the environment.
The city will also plant trees along roads and give free fruit trees to families. This will help turn Bharatpur into a "green and fruit city" where people can enjoy shade and fresh fruits.
Saving Our Heritage: Chautaras Return
Another special part of the plan is about saving old cultural places. In many parts of the city, chautaras—traditional resting places built around trees—have disappeared. Bharatpur now wants to rebuild these chautaras using community help. This will keep our history alive and give people peaceful places to rest.
Smart Streetlights and Underground Wires
Bharatpur will also become smarter. The city is planning to install smart streetlights and move electricity wires underground. This will make the city look cleaner and be safer during storms.
With the help of Nepal Electricity Authority, Bharatpur will install high-mast and mini-mast lights. All of this will help bring the dream of "Bright Bharatpur" closer to reality.
Better Roads, Drainage, and Clean Rivers
The city plans to build black-topped roads with proper drainage.
This means fewer muddy roads and floods during rain. Rivers and streams like Pungi Khola and Kerunga Ghol will be cleaned and made into nice places for people to visit.
Bharatpur wants to make parks, ponds, and wetlands into tourist spots. The city will also build a fun recreation park near the Narayani River, where families can relax and play.
Big Projects: Stadium, City Hall & Airport
Some very big projects will move faster this year. These include:
The Gautam Buddha International Cricket Stadium
The City Hall and main administrative building
The modern terminal for Bharatpur Airport
These projects will be built with help from the federal and provincial governments. The airport expansion will also start this year.
Toilets, Traffic & Technology
Bharatpur will build one public toilet in every ward, which is a big help for daily life. The city will also:
Install CCTV cameras for safety
Launch a smart traffic system
Use GIS-based house numbering so every home is easy to find
Schools and Education
The city wants to improve learning in all schools. Every child aged 3 or above will get early education. Schools will have a "Practical Friday" to help kids learn by doing.
Private schools must show clear fees and give fair scholarships. If a school is not doing well, it must work with a better school to improve.
Healthcare and Support for All
Bharatpur will continue giving free OPD tickets to women, elderly, and people with disabilities. New mothers will still receive nutrition support at public birthing centers.
Also, girls born in city health centers will get free baby life insurance under the Bal Umang program.
Families of martyrs and those missing from past movements will now receive Rs. 3,000 per month, up from Rs. 2,000.
Farmers, Land, and Clean Government
The city is encouraging farmers to grow crops and not leave land empty. It will:
Start a Land Bank system
Register all farmers and give them ID cards
Make sure all city plans have at least 10% public participation
Bharatpur is also serious about fighting corruption. There will be monthly meetings with ward officers, and plans will start on time to avoid delays.
Community forests must now give 10% of their earnings to the city. Those that don’t pay won’t be allowed to renew their registration.
Safer and Happier Communities
A new program called “Beautiful Bharatpur: City Police at Every Home” will help collect taxes, manage markets, and support people during emergencies.

Build a Cultural Village in Golaghat to show off the traditions of different ethnic groups
Make tourist places like Rhino Park, Rani Pokhari, and Jorkusum Park more attractive
